
Endline evaluation of the WSC018 programme in Mozambique
Problem
Despite ongoing efforts, access to safe, sustainable and inclusive water and sanitation services remains limited in Mozambique’s low-income urban communities. Lack of coordination between institutions, poor infrastructure and limited accountability make it difficult to provide reliable water, sanitation and hygiene (WASH) services. The WSC018 programme, implemented by WSUP from 2023 to 2024, aimed to address these gaps by strengthening service provision models, increasing WASH services, and building institutional capacity at city and national levels.
Solution
Resilience, in collaboration with WASH for Life, conducted an endline evaluation of the WSC018 programme using the six OECD-DAC criteria: relevance, coherence, effectiveness, efficiency, impact and sustainability. The evaluation combined a literature review with key informant interviews with government officials, utility companies, private service providers, community leaders and residents, as well as site visits in Maputo and Beira, and a validation workshop. The evaluation assessed whether programme targets were met, documented observed changes in service delivery and institutional performance, and provided recommendations for future programming.
Impact
The evaluation confirmed that WSC018 met its objectives and contributed to lasting improvements in urban WASH, while also identifying opportunities to further strengthen inclusion, long-term sustainability and results monitoring. It specifically highlighted:
- improved access to water and sanitation in low-income areas through public–private partnerships, smart-water technologies, and stronger cooperation between utilities and community organisations;
- stronger institutional capacity via regulatory frameworks, toolkits and training, although more support is needed for full ownership;
- behaviour change in communities and schools thanks to awareness-raising campaigns, hygiene promotion and community-led processes.
